PRAHAAR – CT Policy and Strategy:
Union Home Minister inaugurated the Conference on ‘PRAHAAR – CT Policy and Strategy’ in New Delhi, bringing together central security agencies and State/UT police leadership to strengthen India’s coordinated counter-terrorism framework.
- PRAHAAR is a comprehensive counter-terrorism policy and strategy framework built around seven pillars to strengthen India’s prevention, response and recovery capabilities through a whole-of-society approach.
- Aim is to develop a proactive, coordinated and result-oriented counter-terrorism mechanism, extending from national institutions to the police-station level while integrating security, human rights and resilience.
Key Features:
- Seven-Pillar Framework: Covers Prevention, Response, Aggregating Internal Capacities, Human Rights, Attenuating Conditions for Terrorism, Aligning International Efforts, and Recovery & Resilience.
- Whole-of-Society Approach: Seeks coordinated participation of central agencies, State police, security forces and other stakeholders rather than treating terrorism solely as a policing challenge.
- Thana-Level Implementation: Emphasises translating counter-terrorism strategy into actionable protocols down to the police-station level, strengthening last-mile preparedness and response.
- AutomatedCounter-Terrorism Response: Proposes institutionalising automated response mechanisms at different levels to improve speed, coordination and effectiveness during terrorist incidents.
- International & Inter-Agency Coordination: Strengthens cooperation among States, central agencies and foreign partners; a new Extradition Portal was also launched to expedite the return of fugitives from abroad.
